General rule

There is no general speed limit on the sea in Norway. You are still obliged to maintain a safe speed at all times, adapted to visibility, traffic, waters and weather. The responsibility for assessing what is a reasonable speed lies with the boat operator.

5-knot zones

In many port areas, inland waters and narrow straits, a speed limit of 5 knots (approx. 9 km/h) applies. The speed limit is marked with a sign and typically applies to:

• Within port areas and marinas
• In narrow straits and canals
• Close to bathing areas and bathing areas
• In areas with a lot of small boat traffic

Consequences of breach

Breaches of the speed limits can result in subpoenas and, in serious cases, confiscation of the boat driver’s licence. The police and the Coast Guard control speed at sea, and both radar and estimated speed are used for enforcement.
