Taxi license and requirements
Everything you need to know about the requirements to get a taxi license in Norway.
What is a taxi license?
A taxi license gives you the right to operate passenger transport for remuneration with a passenger car. The license is issued by the Ministry of Transport via the county municipality and is a requirement for driving a taxi legally in Norway.
From November 1, 2020, the taxi legislation was liberalized, and it is no longer required to prove need or affiliation with a taxi center in most areas.
Requirements to obtain a taxi license

| Conduct | Good conduct documented with a police certificate |
| Knowledge test | Passed knowledge test for taxi |
| Health certificate | Approved health certificate from a doctor |

Driving permit
The driving permit (kjøreseddel) is issued by the police and requires:- Police certificate without notes of a serious nature
- Health certificate documenting sufficient vision and health
- Valid driver’s license class B for at least two years
The driving permit must be renewed regularly and can be revoked for violations of regulations.
Conduct requirements
The requirement for good conduct means that you do not have convictions for:
- Violent and sexual crimes
- Serious traffic law violations
- Drug-related offenses
- Economic crime
The police certificate is assessed individually, and older offenses may be disregarded.
Local knowledge
Although there is no longer a formal local knowledge test everywhere, it is expected that taxi drivers have good knowledge of:- Main roads and important traffic hubs in the municipality
- Hospitals, airports, train stations, and other key destinations
- Relevant traffic rules and local driving restrictions
- Address system and numbering logic in the area
